So I have only seen this in Spain. It is probably a different material, or different color in other places. When a pre-existing building is knocked down a yellowish orange substance is sprayed where the knocked down building butted up against the building that is still standing. It creates an interesting monochromatic texture resembling some type of ghost image of the demolished building.
